Mix potatoes, sliced onions, carrots, 1 teaspoon garlic salt and 1/4 teaspoon black pepper in a slow cooker. Rinse and pat chicken dry. in a bowl, mix together chopped onions, pepper, cloves, and garlic salt. dredge chicken in seasonings. place in the slow cooker over veggies. In a small bowl, mix together oregano, rosemary, and lemon juice. Pour over chicken. Cover. Cook on low 6 to 8 hours.
